Reminds me of the towns in which RAGBRAI is held. People sleeping everywhere they can.
Maybe there is some sort of ladder you have to climb to be able to sleep in a certain spot, and be respected.

some spots may be prime
the heat grate in the winter

there may be discussions and fights
