Old Terry bikes (especially those sized for smaller women) often had a smaller front wheel (usually 650 or 26" front and a 700 c rear). I can't make out the name on the bike...but it may be an old Terry.
I saw this bike again...FUJI 450I snapped another shotthe smaller front wheel is stockand quite funky!
